Pat will update last month’s minutes to record this correction.&lt;br /&gt;&lt;br /&gt;Treasurer Becky Rowell announced a balance of $xxxx as of 9/3/09. Please see Becky for details. &lt;br /&gt;&lt;br /&gt;Chief Lowder gave us an update of his department’s calls. His recommendations are for all of us to become and stay aware of area happenings. Communicating among ourselves and staying informed are our best protection.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Event Updates&lt;/strong&gt;&lt;br /&gt;Jane Barnhart told us that the museum brochures would be ready by October 1st. The current exhibit at the museum is Books.&lt;br /&gt;&lt;br /&gt;Becky Rowell addressed the Town’s Christmas activities. Volunteers are needed for judging storefront displays. For more details, please see Becky.&lt;br /&gt;&lt;br /&gt;Blood drive today at the elementary school. &lt;br /&gt;&lt;br /&gt;Chamber of Commerce upcoming events includes a Business After Hours at Seven Oaks Hardware on Main Street on June 18th.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Committee Updates&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Cruise In&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;• Jerry Crayton has received several positive comments about the events, the cars, and about the Fox Network publicity. &lt;br /&gt;&lt;br /&gt;• The insurance company has given us a good deal on increased coverage: Currently we have $1M coverage for $1800.00 but for $2 M coverage would cost an additional $80.00. Becky Rowell made a motion that we accept this increased insurance coverage; Bob Barbee seconded the motion.&lt;br /&gt;&lt;br /&gt;• The Cruise In committee meets at Penny’s on June 15th at 5:00 p.m. everyone is invited to participate.&lt;br /&gt;&lt;br /&gt;• The Burnout begins next month. The T-shirts are ready.&lt;br /&gt;&lt;br /&gt;• Several non-profit groups have asked to have booths during the events. Following the same guidelines as last year, two non-profits are invited at each Cruise In; they may setup their tables in the Mini Park.&lt;br /&gt;&lt;br /&gt;Larry Branch advised us that Highway 205 will be closed for railroad crossing construction for three weeks. They SHOULD be finished by July 1st.&lt;br /&gt;&lt;br /&gt;Tom House said that the Oakboro Magazine Committee is investigating options for its look and communication strategy for next year. A motion to approve the minutes, with minor corrections, was made by Annabelle Morgan and a 2nd was made by Betsy Heath. &lt;br /&gt;&lt;br /&gt;Treasurer’s report was given by Becky Rowell and the balance as of 4/2/2009 is $xxxxxx. For more details, please see Becky.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Guests&lt;/strong&gt;&lt;br /&gt;Kevin Gullet, director of the Stanly County Economic Development, offered to be a future speaker. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reports&lt;/strong&gt;&lt;br /&gt;• Chief Lowder gave an update on his department’s activities. He strongly encouraged everyone to keep his department current with your contact information.&lt;br /&gt;&lt;br /&gt;• Mayor Little reminded everyone that the first Thursday in May is National Day of Prayer.&lt;br /&gt;&lt;br /&gt;• Chris Lambert announced the Outdoor Heritage Days at the Fork Stables.&lt;br /&gt;&lt;br /&gt;• Libby Phillips told us about three Chamber events:&lt;br /&gt;&lt;br /&gt;o Ribbon Cutting at the Looking Glass on May 1st ;&lt;br /&gt;&lt;br /&gt;o Business After Hours for April 23 hosted by Mauney Home and Garden in Norwood; and&lt;br /&gt;&lt;br /&gt;o Membership Drive now through the end of April.&lt;br /&gt;&lt;br /&gt;• Ron Crawley told us about:&lt;br /&gt;&lt;br /&gt;o Chamber of Commerce golf tournament beginning June 25th through May 5th ; entry deadline is April 13th ; and,&lt;br /&gt;&lt;br /&gt;o Uwharrie Senior Games on April 13 for folks over 55 years of age sponsored by the Parks and Recreation and the Senior Center.&lt;br /&gt;&lt;br /&gt;• The Oakboro Museum’s exhibit of tools will continue until the end of May&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Committee Updates&lt;/strong&gt;&lt;br /&gt;Bob Barbee brought us up to date on the Cruise In; it was rained out but expects a larger turnout next month.&lt;br /&gt;&lt;br /&gt;• Cruise In Committee meets on Monday evening of the week prior to the burn out.&lt;br /&gt;&lt;br /&gt;A calendar has been further developed to showcase a special car each month. All proceeds are for Cruise-In expenses.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Speaker Paul Jenkins&lt;/em&gt;&lt;/strong&gt; of 704 youth organization talked about his youth ministry and how he wants to build a youth center for Stanly County. He talked about many youth problem issues within Stanly county then described the key benefits of 704. He closed by discussing many ways we could help youth in Stanly County.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business&lt;/strong&gt;&lt;br /&gt;• Bob Barbee told us that the legal draft for GOBA’s non-profit status has been completed and that it is still being pursued.&lt;br /&gt;&lt;br /&gt;• 2009 Oakboro Magazine has been printed (7500 copies) and are warehoused at Rowell Screen printing. For more details, please see Becky.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Announcements&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Libby Phillips of the Chamber announced upcoming events: &lt;br /&gt;&lt;br /&gt;1. To attend the Legislative Breakfast, reservations must be made by March 16th; and &lt;br /&gt;&lt;br /&gt;2. Chamber after Hours on June 18 will be hosted by Seven Oaks Hardware and Doors as part of their 20th Anniversary Celebration.&lt;br /&gt;&lt;br /&gt;Chief Lowder gave an update on his department’s activities. He strongly encouraged everyone to lock their car doors. In keeping with the County’s educational requirements, Lt. Crayton is in training to become certified as a CSI investigator. The Oakboro Police Department is the first agency in Stanly County to send an officer for training.&lt;br /&gt;&lt;br /&gt;Martha Stuart announced an upcoming Golf Tournament.&lt;br /&gt;&lt;br /&gt;Ron Crowley encouraged everyone to become a Friend of the Stanly County Senior Center, which is the fundraising arm of the Senior Center.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Guests&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Donna Harwood described the function of OASIS and told us how we could help. OASIS is for Stanly County residents 60 years old or older who need assistance. Volunteers are need who could serve as drivers, home repair, and donations are always appreciated.&lt;br /&gt;&lt;br /&gt;April and Andy Morris of AExcellent Telecommunications were introduced as guests by Becky Rowell. Chief Lowder mentioned counterfeit $5 bills being circulated and advised everyone to be on the lookout for those. Also, so far there have been 3 golf carts registered under the new town ordinance. Anyone interested in registering a golf cart is advised to contact the Oakboro Police Department.&lt;br /&gt;&lt;br /&gt;Chamber of Commerce---Libby Phillips announced that the new Stanly Co. maps sponsored by the chamber are available as well as the new Scenes magazines.&lt;br /&gt;&lt;br /&gt;CVB---Chris Lambert mentioned several area Christmas parades that are upcoming and mentioned the CVB working on a wine festival/golf tournament for April 18, 2009.&lt;br /&gt;&lt;br /&gt;Tree Lighting Ceremony---Mayor Joyce Little reminded everyone that this will take place at 6:30 pm at the Main Street Park. Anabel Speight mentioned the storefront Christmas decorating “contest” and expressed appreciation for the participation level the Main Street businesses have shown.&lt;br /&gt;&lt;br /&gt;Cruise-In Committee --- Bob Barbee gave and update that this committee continues to meet and is focusing on the upcoming, 2009 primary season. The next meeting for this committee will be held on Monday, December 8th at Penny’s in Oakboro.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business/Discussion&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;Larry Branch read a resolution in support of the Town of Oakboro seeking funds for Phase Four of the District Park. Mr. Branch explained what the next phase is for and that the town is in the process of applying for a grant to cover ½ of the total cost which is approximately $307,000. The resolution was presented seeking the support of GOBA. Ron Crawley made a motion to support the resolution with a second from Pat Allen. A unanimous vote by the members present passed the resolution.&lt;br /&gt;&lt;br /&gt;Revision of By-Laws – Annabelle Morgan presented changes made to the existing GOBA By-Laws with a motion to pass coming from Becky Rowell and a 2nd from Jane Barnhardt. A unanimous vote by members present passed the motion.&lt;br /&gt;&lt;br /&gt;Discussion of Non-profit status – open discussion was held regarding the “status” of our organization with the statement that currently we have no legal status. A unanimous vote by members present passed the motion.&lt;br /&gt;&lt;br /&gt;Lisa Watts stated there would be a New Year’s Eve show at the Music Hall with the “Legends” group performing. Chief Lowder also made mention that training continues to go on with all officers now being taser trained and certified. Chief Lowder reported that the department will be applying for a couple of grants in 2009 with one being a grant for park surveillance and the other being school safety for riding bikes/walking to school&lt;br /&gt;&lt;br /&gt;Chamber of Commerce---Libby Phillips announced that the 2009 Chamber Planning Conference will be held on November 21st&lt;br /&gt;&lt;br /&gt;CVB---Chris Lambert introduced Meredith Parker as the new assistant for the CVB and reminded everyone of the numerous Christmas events/parades upcoming&lt;br /&gt;&lt;br /&gt;Tree Lighting Ceremony---Mayor Joyce Little announced the tentative schedule for December 4th. 6pm will be music in the mini-park on Main Street provided by DJ Gerald Lee. At 6:15pm the FBC Choir will perform on the steps of the church. At 6:30 pm the tree lighting ceremony will take place at the mini-park. Lisa Watts also mentioned that the Oakboro Music Hall/Fountain Grill will host Santa starting at 5pm that evening and after the parade as well.&lt;br /&gt;&lt;br /&gt;West Stanly Players---Wes Tucker promoted the upcoming Mystery Dinner Theatre that the West Stanly Players will be putting on at the Music Hall on November 21st and 22nd and encouraged everyone to attend. Tickets to the event are $25 per person and include the full dinner theatre experience. A preview performance will be held on Thursday the 20th for a reduced price and will not include a dinner.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business/Discussion &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The GOBA nominating committee for 2009 will consist of the following:&lt;br /&gt;&lt;br /&gt;Pat Allen, Chair&lt;br /&gt;Bob Barbee, member&lt;br /&gt;Jim Cameron, member&lt;br /&gt;Annabelle Morgan, member&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Announcements&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Anabel Speight discussed activities that will be available on the day of the Christmas Parade (December 4th). These activities will include train rides for the kids, hay rides down Main Street, and a Business “Dress Up” Competition. In August the department responded to 136 calls and that number increased in September to 221 calls. The department cleared 8 felony cases last month and continues to experience numerous cases of metal theft and fraud.&lt;br /&gt;&lt;br /&gt;Chamber of Commerce---CaShaun Miller introduced Libby Phillips as the new Chamber representative for the Western Stanly County market.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business/Discussion&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;Judith Williams, Operations Committee for the RR Museum, expressed the need for volunteers to help maintain the hours of operation for the museum itself. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Speakers&lt;/strong&gt;&lt;br /&gt;Janet Sistare, Executive Director of the Stanly County United Way was on hand to give information on her organization. Janet mentioned a couple of new projects they are looking into which are a non-emergency information service, 211, and a “charity tracker” which would monitor who is receiving care through the organization.&lt;br /&gt;&lt;br /&gt;Charles Collini, Candidate for Superior Court Judge spoke about the judicial structure of NC and our district. &lt;br /&gt;&lt;br /&gt;Vivian Bridges was on hand to speak for Kevin Bridges, Candidate for Superior Court Judge&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Announcements&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Bob Barbee spoke to the group about the status of the Music Hall and Fountain Grill (Big John’s) and reiterated the commitment that he and Terry Whitley have to the town in respect to the property. Such efforts may include sponsoring and participating in special events, improving the appearance of the business district, furthering the economic development of the area, and providing information and material about the area to the general public.&lt;br /&gt;&lt;br /&gt;MEMBERSHIP&lt;br /&gt;Any business, organization, or individual in the Greater Oakboro area interested in promoting the purpose of the organization may become a member upon payment of annual dues.&lt;br /&gt;&lt;br /&gt;ORGANIZATION&lt;br /&gt;Members of the Greater Oakboro Business Association shall elect the following officers at a general meeting in January:&lt;br /&gt;&lt;br /&gt;President – shall prepare agendas and preside over meetings of the organization.&lt;br /&gt;First Vice-President, president-elect - shall act in the absence of the president.&lt;br /&gt;Second vice-president – shall act in the absence of the president and first vice-president.&lt;br /&gt;Secretary – shall record and report minutes and mail appropriate notices to members.&lt;br /&gt;Treasurer – shall maintain and report financial records of the organization.&lt;br /&gt;&lt;br /&gt;EXECUTIVE COMMITTEE&lt;br /&gt;The officers shall comprise the Executive Committee whose powers include authorizing emergency funds, calling special meetings, and setting agendas for general meetings.&lt;br /&gt;&lt;br /&gt;FEES&lt;br /&gt;The annual fee for membership for any business, organization, or individual is $25, payable in January and valid for the calendar year.&lt;br /&gt;&lt;br /&gt;FISCAL YEAR&lt;br /&gt;The fiscal year for the organization shall coincide with the calendar year.&lt;br /&gt;&lt;br /&gt;COMMITTEES&lt;br /&gt;The Executive Committee shall name standing committees to include the following:&lt;br /&gt;Membership – responsible for contacting businesses and organizations in regard to membership.&lt;br /&gt;Beautification – responsible for recommending changes in the appearance of the business district.&lt;br /&gt;&lt;br /&gt;The president may name ad hoc committees as needed.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;GENERAL MEETINGS&lt;br /&gt;General meetings shall be held on the first Thursday of each month at noon in a local restaurant. Members and guests will have lunch and participate in the business of the organization within a one-hour time frame.&lt;br /&gt;&lt;br /&gt;ADDENDUM&lt;br /&gt;The general meetings for March and October may be held in the evening to give those people who cannot attend during the noon hour an opportunity to participate. Our regular meeting will be held at 12 noon at Big John’s with a special night meeting to be held at 7pm in the fellowship hall of the Oakboro Presbyterian Church. &lt;br /&gt;&lt;br /&gt;Cruise-in –Several discussion points were brought up regarding the monthly cruise-in. &lt;br /&gt;1) David &amp;amp; Betsy Heath suggested further rest room facilities should be offered on the south end of town in the form of portable facilities. They even offered a location at their business to facilitate this.&lt;br /&gt;2) Bob Barbee mentioned that the Cruise-In Committee is a group of volunteers that meets each month, two Monday’s prior to the upcoming cruise-in at Penny’s restaurant at 5pm to discuss planning/issues and encouraged folks to attend to bring up any issues regarding this event.&lt;br /&gt;3) Bob Barbee also recognized Joe Lowder for his quick response to the parking issue raised at the August GOBA meeting and expressed gratitude to Chief Lowder for continuing to work to address this issue.&lt;br /&gt;&lt;br /&gt;Mayor Little expressed her appreciation for all the work that the Cruise-In Committee does to make this event a success.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Announcements&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The Stanly Co Chamber of Commerce Business Expo will be held on Wednesday October 8th from 11am to 5pm at SRMC.&lt;br /&gt;&lt;br /&gt;Annabelle Morgan announced she will be holding a seminar on “Intro to Grant Writing” on Sept. 18th from 6-9pm at the OPC fellowship hall.&lt;br /&gt;&lt;br /&gt;Oakboro Museum: DVD’s are still available showing the history of the 4th of July celebrations through 1971. Fred Morgan will have a book signing at the museum in October. Larry also mentioned Rodney Hahn is the new program administrator and maintenance person for the park. Larry mentioned a recent loan being completed to work towards more sewer improvements as well.&lt;br /&gt;&lt;br /&gt;Convention &amp;amp; Visitors Bureau---Chris Lambert was on hand and gave some of the latest tourism statistics for Stanly County. One such statistic was a 7.2% increase in tourism from last year and the economic impact for Stanly Co. places us 45th out of the 100 counties in NC.&lt;br /&gt;&lt;br /&gt;Chamber of Commerce---CaShaun Miller promoted the upcoming Chamber Reverse Raffle on August 23rd&lt;br /&gt;&lt;br /&gt;Oakboro Fire &amp;amp; Rescue---Jim Cameron gave an update on the 50th Anniversary 4th of July. Jim stated the event was a huge success with this being one of the most profitable in recent history based on early numbers.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business/Discussion&lt;/strong&gt; &lt;br /&gt;Annabelle Morgan gave a web address for the GOBA’s new blog. That address is www.oakborobusinessassociation.blogspot.com&lt;br /&gt;&lt;br /&gt;Cruise-in – Annabelle mentioned the cruise in website and that they will be offering links to businesses on that website for $25 to help support the Oakboro Cruise In. Jerry Crayton thanked the local banks for allowing folks to use their facilities to park and encouraged others to help with supporting this event. Many regional car clubs drive down in groups to share their enthusiasm with the crowds. Judge Wallace gave descriptions of what types of cases District and Superior court judges hear and preside over.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reports&lt;/strong&gt;&lt;br /&gt;Convention &amp;amp; Visitors Bureau---Chris Lambert mentioned several events coming up in Stanly County with the Big Lick Bluegrass Festival, Oakboro 4th of July, local cruise-in activities and a triathlon being just a few of the many.&lt;br /&gt;&lt;br /&gt;Chamber of Commerce---Lisa Watts stated that the next West Stanly Business After Hours will be June 26th at Big John’s Smokehouse in Oakboro and asked for our support for this event. Lisa also mentioned a new website for information pertaining to Western Stanly County and Southern Cabarrus County located on the web at www.weststanlync.com &lt;br /&gt;&lt;br /&gt;Oakboro Fire &amp;amp; Rescue---Jim Cameron gave an update on the upcoming 50th Anniversary 4th of July with activities starting the weekend of June 27th. The proposed increase would be a ¼ % increase in local sales tax which would generate approximately $1.3 million in increased revenue for the county. Mr. Dunevant &amp;amp; Mr. Crawley both encouraged voters to consider voting for this proposal as it seems to be the fairest way to raise the needed funds as opposed to a property tax increase to accomplish a similar outcome.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business/Committee Reports&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Joyce Little gave a report from the beautification committee. Mayor Little stated that the committee has been discussing moving the potted plants from along Main Street to one central location on the lot between Reggie Hinson’s Tax Office and Suntrust Bank. The lot will need some dirt moved in as well as gravel but will allow for better upkeep and maintenance. The beautification committee has asked for the support of GOBA. A motion was made to offer our support by Becky Rowell with a 2nd by Betsy Heath. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reports&lt;/strong&gt;&lt;br /&gt;Oakboro Police Department—Lt. George Burris reported that the department responded to 181 calls in the month of March with 3 felonies taking place in the last week and a half. Lt. Chief Lowder stated that the police department responded to approximately 150 calls in February. Chief Lowder also stated that the department has received approval for two separate grants. One of these being a $9,000 to equipment one of the vehicles with new equipment including a computer and the other grant being a $10,000 grant to go towards overtime and narcotics investigation.&lt;br /&gt;&lt;br /&gt;Chamber of Commerce---Lisa Watts stated that the Business After Hours for West Stanly is on track for the April 24th date selected and will be held at the Locust Town Center&lt;br /&gt;&lt;br /&gt;Oakboro Fire &amp;amp; Rescue---Jim Cameron gave us a quick rundown of the schedule of events which start as early as 6/20/08 and run through the July 4th Festivities ending on July 5th with a second fireworks display. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business/Discussion&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;Mayor Little read a proclamation declaring Thursday May 1, 2008 as the day the Town of Oakboro will observe the National Day of Prayer at the Main Street Park. &lt;br /&gt;&lt;br /&gt;The normal GOBA meeting will directly follow this service at 12:30 at Big John’s Smokehouse.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Announcements&lt;/strong&gt;&lt;br /&gt;Becky Rowell announced the Tea Party at the Presbyterian Church on April 12th from 11am to 12:30 pm. The minutes were approved on a motion from Joyce Little, Bob Barbee 2nd. &lt;br /&gt;There was no treasurer’s report given.&lt;br /&gt;&lt;br /&gt;A special announcement was given by Joyce Little that the Town of Oakboro had been awarded the Cannon Foundation grant in the amount of $25,000. This will go towards the football/soccer fields at the park.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Guest&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Dennis Joyner from the Stanly County Heath Department spoke to the group and gave us great information on the health of our communities and county as a whole. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business/Committee Reports&lt;/strong&gt;&lt;br /&gt;Annabelle Morgan reported that all of the Welcome to Oakboro magazines are in and are being distributed at this time.&lt;br /&gt;&lt;br /&gt;Joyce Little stated that the beautification committee is still working on ideas.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reports&lt;/strong&gt;&lt;br /&gt;Larry Branch gave a report for the Town of Oakboro that there are 2 current projects working with the new Family Dollar store going up and the new Ruby Ridge subdivision being underway.&lt;br /&gt;&lt;br /&gt;Oakboro Police Department—Chief Joe Lowder reported that fraud continues to be the biggest problem. The minutes were accepted as read.&lt;br /&gt;&lt;br /&gt;Treasurer’s report was given by Annabelle Morgan and the balance xxxxxas of 1/31/08 is $5,034.09.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Guest&lt;/strong&gt;&lt;br /&gt;Jim Cameron reported that the guest speaker was to be Ted Hinson from the Big Lick Festival Park but Ted was called away on business at the last minute. Jim encouraged everyone that had not had a chance to visit the Festival Park to do so. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business/Committee Reports&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Membership—Jim Cameron gave a report that 47 requests for membership were mailed out and 21 payments of dues have been received to date. Jim mentioned that more requests would be mailed out&lt;br /&gt;&lt;br /&gt;Jim also made mention of the next GOBA meeting being a night meeting at the Oakboro Fire Department. This could be an occasional, recurring change to the normal schedule depending on how it is received/attended.&lt;br /&gt;&lt;br /&gt;Bob Barbee gave an update on the Cruise-In. Bob reported that several individuals are helping to plan the upcoming “season”. This year the event will be seeking to increase sponsorship as well as increase the number of vendors participating. The purpose for this is to help offset the cost of producing this event and to ultimately result in a net cost to GOBA of zero. Bob reported that anyone is welcome to help the “committee” in planning this event and the next meeting will be held on Monday February 18th at 5pm at Penny’s Restaurant. Jim Cameron posed the question of when the official kickoff is and Bob responded that the official “season” will remain April thru October and will take place on the 4th Friday of each month throughout the season.&lt;br /&gt;&lt;br /&gt;Joyce Little gave an update on the beautification project and thanked those that have already volunteered to help. Bob Barbee mentioned that this area may be a potential area for a local Boy Scout troupe to help with. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reports&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Larry Branch gave a report for the Town of Oakboro: Mr. Branch stated that the caboose is in and ready for viewing as a part of the Railroad Museum. Mr. Branch also reported that the next big project will be the resurfacing of Main Street from 10th street down to the stoplight. This will take place sometime around September or October (not July 4th as the NCDOT had originally scheduled)&lt;br /&gt;&lt;br /&gt;Oakboro Police Department—Chief Joe Lowder reported that fraud continues to be the biggest problem. Mr. Lowder also talked about new forms of fraud such as vishing, email hacking and counterfeit cashier’s checks. Mr. Lowder thanked those that participate in the hot fax/email program as it is a big help in apprehending those responsible for committing local crimes.&lt;br /&gt;&lt;br /&gt;Convention and Visitors Bureau—Chris Lambert handed out the new Stanly County Travel Guide to the group and stated that the new website is up and running and can be found at www.visitstanly.com or www.visitstanley.com &lt;br /&gt;&lt;br /&gt;Chamber of Commerce---Lisa Watts reported that the deadline for nominating for Small Business of the Year is February 8, 2008. Also the 1st West Stanly Business After Hours will take place on April 24th at Locust Town Center. Lisa asked GOBA to be co-sponsor in the even at no cost to the association. Ron Crawley did add from the previous minutes that a discussion has begun on changing the date for the Albemarle Downtown Christmas possibly to a Saturday so it will not conflict with the Oakboro Christmas Parade. A motion to approve the minutes was made by Jim Cameron and a 2nd was made by Gerald Lee.&lt;br /&gt;&lt;br /&gt;Treasurer’s report was given by Annabelle Morgan and the balance as of 12/31/07 is $xxxxx.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Recognition&lt;/strong&gt;&lt;br /&gt;Jim Cameron recognized Joyce Little and presented her with a plaque for her years of service to GOBA as its president.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Guest&lt;/strong&gt;&lt;br /&gt;Joyce Little introduced Barbara Whitley, Executive Director for the Stanly County Partnership for Children (Smart Start) as the guest speaker.&lt;br /&gt;&lt;br /&gt;Bob Barbee gave an update on the Oakboro Historic Properties Committee. He stated that the town has commissioned a committee to look into this project and the initial district proposed will be on S. Main St from Variety Convenience Store up to 5th Street, West to College St and East to Haywood St. Owners of property in this area have already been contacted about the proposal and one public meeting already held. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business&lt;/strong&gt;&lt;br /&gt;Jim Cameron discussed Membership dues being due by the end of January and also encouraged everyone to invite new members.&lt;br /&gt;&lt;br /&gt;Annabelle Morgan talked about the new Oakboro Magazine being delayed but hopes to have it out and in hands by the end of January.&lt;br /&gt;&lt;br /&gt;Joyce Little gave an update on the beautification project and extended the invitation for volunteers to help. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reports&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Larry Branch gave a report for the Town of Oakboro: Mr. Branch stated that the trees on Main Street had been trimmed and cared for and he also gave an update on the district park with the newest addition being the pond aerator. He stated that work had been delayed at the park due to the abundance of rock but hoped to get back on track soon. A $2mm grant has been applied for by the town to go towards the water/sewer needs. The caboose was delayed due to the rain but should arrive in town for use soon. Mr. Branch also spoke to the next big project being the intersection improvements scheduled for the “5 point” area. Annabelle Morgan added that a hold has been placed on the application for the “Fit Community” Grant due to time constraints.&lt;br /&gt;&lt;br /&gt;Oakboro Police Department—Lt. Burris reminded everyone to sign up for the hot fax/email program and explained this is a great way for the community to help them out in apprehending criminals.&lt;br /&gt;&lt;br /&gt;Convention and Visitors Bureau—Chris Lambert gave an update that their website will soon be changing to visitstanley.com but that the previous web address will continue to work for the upcoming year. The new visitor guide is out and Chris also stated that there will be numerous events throughout the year that he will be advertising once they are closer.&lt;br /&gt;&lt;br /&gt;Chamber of Commerce---Lisa Watts spoke on the importance of being a part of a community business group and invited everyone to the first “Business After Hours” for the Western Stanly County market to be held at the Locust Town Center on April 1st.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Open Discussion&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Jane Barnhart announced a new exhibit at the Museum entitled “Generations of Art”&lt;br /&gt;&lt;br /&gt;Jim Cameron gave an update on the Afghan Sales---approximately 75 have been sold and a remainder of approximately 25 left to be sold.&lt;br /&gt;&lt;br /&gt;Joyce Little recognized Dr. Watts on behalf of GOBA and the Town of Oakboro for his commitment and community involvement and presented him with one of the Oakboro afghans. &lt;br /&gt;&lt;br /&gt;Tom House posed a question regarding the availability of printed information regarding GOBA. On a motion by Jim Cameron and second by Jerry Sharp the minutes were approved as read.&lt;br /&gt;Treasurer Reggie Hinson gave the Treasurer’s report; GOBA has (withheld) with all current bills paid.&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Announcements&lt;/u&gt;&lt;br /&gt;Richard Jones of the Bank of Stanly introduced the new Bank Manager, Ryan Story. Richard is relocating to the Locust Branch.&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Guests&lt;br /&gt;&lt;/u&gt;Mackey with Ace Hardware; Ashley Smith of the Stanly Chamber of Commerce; Chris Lambert of the Stanly County Convention and Visitors Bureau; Lindsey Dunevant, our newest County Commissioner; Marla Coulthard with the Yadkin Pee-Dee Lakes Project, and Lynn Huneycutt’s aunt, Sue McMasters, who has relocated from Boca Raton, Florida.&lt;br /&gt;&lt;br /&gt;Dr. Michael Berglass is the new dentist. Welcome to Oakboro!&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Marketing Update&lt;/u&gt;&lt;br /&gt;Greta Lint presented the GOBA Strategic Marketing Plan. Copies are available from the Treasurer and the Secretary, at the Oakboro Regional Museum and the Oakboro Library.&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Old Business&lt;br /&gt;&lt;/u&gt;Joyce selected a Nominating Committee that would nominate next year’s officers: Ellen Little, Jim Cameron, and Felix Hinson.&lt;br /&gt;&lt;br /&gt;The parade will be November 30th at 7:00 p.m. following the Tree Lighting Ceremony lead by Dr. Terrell Watts. Music and other events will begin at 6:00 p.m.&lt;br /&gt;&lt;br /&gt;Larry Branch updated us on railroad museum activities, side walk construction and the walking trail from the park to the museum. All projects are making progress.&lt;br /&gt;&lt;br /&gt;Bob Barbee mentioned the $50.00 memorial pavers that would help in the railroad museum construction. On a motion by Felix Hinson and second by Georgia Harvey the minutes were approved but with an edit about Michael Lackey’s film editing.&lt;br /&gt;&lt;br /&gt;Treasurer Reggie Hinson gave the Treasurer’s report; the association has &lt;em&gt;(withheld)&lt;/em&gt; with all current bills paid.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Guest Speaker&lt;br /&gt;&lt;/strong&gt;Karen Thomas introduced a few programs from Oakboro Wireless to the membership. Thank you, Karen.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Marketing Update&lt;/strong&gt;&lt;br /&gt;Greta Lint reported the following:&lt;br /&gt;· The GOBA Strategic Marketing Plan has been finished.&lt;br /&gt;· It includes an annual advertising budget of $10,000.&lt;br /&gt;· She would like to introduce it to us via a PowerPoint Presentation because the membership must approve both the plan and the advertising budget.&lt;br /&gt;· She would like to make three 30-minute presentations: 1) one during the day at noon, 2) one during an evening meeting at 7:00 p.m., and 3) for the City Council.&lt;br /&gt;· Annabelle Morgan will write News Releases announcing these meeting times and locations.&lt;br /&gt;o November 2nd is the date for the membership presentations; 7.00 p.m. at the Fountain Grille.&lt;br /&gt;o November 7th is the date for the City Council presentations; 7:00 p.m. at City Hall.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business&lt;br /&gt;&lt;/strong&gt;A suggestion was made to cancel the Old Fashioned Christmas because no one came forward to manage the event. On a motion by Annabelle and a second by Jerry Crayton, the vote to cancel the event was carried.&lt;br /&gt;&lt;br /&gt;Annabelle Morgan and Tom House spoke about the Oakboro Magazine&lt;br /&gt;· This edition has exceeded last year’s advertising; it is thicker by about 12 to 15 pages (approximately 44 pages).&lt;br /&gt;· It has a new flavor and ideas.&lt;br /&gt;· The Quality of Life theme is a vibrant part of this edition, along with many new business ads.&lt;br /&gt;· About 20,000 copies will be printed.&lt;br /&gt;· The magazine release has been delayed until the end of the year.&lt;br /&gt;&lt;br /&gt;Jerry Crayton said that a new band, The Collections, would be at the next Cruise-In.&lt;br /&gt;&lt;br /&gt;Jim Cameron updated the group on the Christmas Parade&lt;br /&gt;· The parade will be sponsored by Oakboro Fire and Rescue.&lt;br /&gt;· The Oakboro Christmas Parade will be on November 30th at 7:00 p.m.&lt;br /&gt;· Pre-parade activities at the Oakboro Museum, kid’s rides, hay rides, and tree lighting ceremony will be between 5:30 p.m. and 7:00 p.m.&lt;br /&gt;· A suggestion was made that GOBA sponsor the tree lighting service. Joyce will ask Oakboro’s Mayor to participate in the tree lighting. On a motion by Bob Barbee and a second by Jerry Sharp, this motion was carried.&lt;br /&gt;&lt;br /&gt;Chris Lambert of the Convention and Visitors Bureau reminded everyone of local October events, (e.g., the Oyster Roast, CVB website update (&lt;a href="http://www.stanlycvb.com/"&gt;http://www.stanlycvb.com/&lt;/a&gt;).&lt;br /&gt;&lt;br /&gt;Larry Branch said that the sidewalk construction should continue through October but be completed in November. Should.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business&lt;/strong&gt;&lt;br /&gt;Georgia Harvey said that Phase Three of the District Park will be discussed at the next Town meeting. She encouraged everyone to come and offer their suggestions for this Phase.&lt;br /&gt;&lt;br /&gt;Bob Barbee thanked everyone for coming to the Rail Road Museum’s ground breaking. It’s happening!&lt;br /&gt;Rail Road Museum promotion that will be held at the Oakboro Museum on Sunday November 5th between 2:00 p.m. and 4:00 p.m. He encouraged everyone to become museum members. The RR Museum needs historical memorabilia for display.&lt;br /&gt;· Bill Bartosh will donate a caboose – but it needs renovation. To raise money for the remodeling, the RR Museum will need items to sale.&lt;br /&gt;· The Scots are looking for a community project. Maybe this would work for them.&lt;br /&gt;· Pedestrian walkways between the District Park and the RR Museum are being considered.&lt;br /&gt;&lt;br /&gt;Bob then introduced a new business that is considering Oakboro as their home site. Bill Bartosh, of Aberdeen Carolina and Western (AC&amp;amp;W) RR, met two gentlemen who were looking for a site for their Rail Road Dinner Excursions. He suggested Oakboro because of its new Rail Road Museum.&lt;br /&gt;&lt;br /&gt;Mark Vaughn, President, and Greg Webber, Vice President, visited the construction site where they met Terry Whitley. After touring the site, they talked with Bob Barbee who suggested a tour of Oakboro the next day.&lt;br /&gt;&lt;br /&gt;Description of the excursion tour:&lt;br /&gt;· The train excursion tour will have two dinning cars that seat 112 people each. Tours will be on Friday and Saturday nights, and Sunday afternoon for about three and one-half hours. Special tours will be on Holidays and by reservation. Guests enjoy a Four Star Dinner.&lt;br /&gt;· Doing the math: If each tour has 224 people four times a month, times 50 weeks a year; then approximately 44,800 people will be visiting Oakboro annually. These people will need accommodations and they will shop.&lt;br /&gt;· Approximately 10 full-time jobs and 30 part-time jobs will be needed.&lt;br /&gt;· There is a high probability that this business will relocate to Oakboro. The decision is expected to be made by the end of October.&lt;br /&gt;· If this decision is made, then Mark Vaughn, Greg Webber, and their families will be relocating to Oakboro by December of this year.&lt;br /&gt;· Bill Bartosh is supporting this business endeavor 100 percent.&lt;br /&gt;· Watch for announcements as progress is made.&lt;br /&gt;&lt;br /&gt;Lindsey Dunevant talked about how he might be able to assist with grant applications through his new position as Regional Consultant to the Recreation Resources Services, a Division of Parks and Recreation under the Department of Environmental and Natural Resources. His office is expected to be at the Agri-Civic Center in early December.&lt;br /&gt;&lt;br /&gt;Linda Sharp said that she appreciated the evening meeting and would like to be able to access GOBA’s Minutes via a website. On a motion by Felix Hinson and second by Jewell Parker, the minutes were approved as read.&lt;br /&gt;&lt;br /&gt;In the absence of Reggie Hinson, Joyce Little gave the Treasurer’s report. The association has &lt;em&gt;(withheld)&lt;/em&gt; with all current bills paid.&lt;br /&gt;&lt;br /&gt;Annabelle Morgan reported that the magazine committee is finishing the work on the 2007 edition of the book.&lt;br /&gt;&lt;br /&gt;Bob Barbee reported on the last Cruise-in, perhaps the biggest crowd yet attended. Many were newcomers to the event. We were disappointed that only one Rolls Royce arrived, a White Cloud. The committee put an ad in the Charlotte Auto Fair magazine inviting attendees to Oakboro. We will have two special cruise-ins on September 15 and 16 at 5:00 for those who wish to come.&lt;br /&gt;&lt;br /&gt;Joyce reported that the Town of Oakboro would like some help in cleaning up. We must encourage people to use the trash receptacles on the sidewalk.&lt;br /&gt;&lt;br /&gt;Bob Barbee introduced Sandy Hinson, manager of Harmanco’s at the Fountain Grill. He indicated that the management had agreed to work with the Town to be open for special events.&lt;br /&gt;&lt;br /&gt;Joyce recognized Michael Huneycutt, a guest who is currently running for Clerk of Superior Court in Stanly County. He described the duties of the office and asked for support for his candidacy.&lt;br /&gt;&lt;br /&gt;Joyce recognized guest Lindsey Dunevant, currently running for Stanly County Commissioner. He described his background and his goal of helping make Stanly County grow.&lt;br /&gt;&lt;br /&gt;Greta Lint reported the following:&lt;br /&gt;1. We continue to build a photographic image library. Daniel Coston, professional photographer, worked the last cruise-in and will be here again today.&lt;br /&gt;2. Michael Hoover, Elvis Tribute Artist, will be here on Sept. 16, coinciding with the cruise-in set up for Auto Fair attendees.&lt;br /&gt;3. The ATV races at Big Lick Festival Park draw a huge crowd and will be on Sept.16th as well.&lt;br /&gt;4. Sponsors are being recruited for the next season’s cruise-ins. Corporate sponsorships are available. A key issue to address with them will be the percentage of increase in business/sales derived from the event.&lt;br /&gt;5. Bob and Greta have been working on a business plan for the Music Hall.&lt;br /&gt;6. News releases have been sent for various events around town, including the ATV races, Music Hall events, cruise-in and burnout. Work is currently being done on the Ground Breaking for the Railroad Museum on Sept. 16th.&lt;br /&gt;7. Michael Lackey will be in Oakboro during the September cruise-in to show his movie. It has been shortened to about 60 minutes and will be edited to improve the film’s impact for television viewing. He is working closely with the movie editor from the Charlotte Observer after having been rejected by a couple of film festivals. Because he intends to resubmit the film, he will not be selling any DVD’s or other products at this time.&lt;br /&gt;8. The North Carolina Welcome Centers will again offer space for us to showcase Oakboro on October 13th, just prior to the race at Lowe’s Motor Speedway.&lt;br /&gt;9. Again, Greta thanked the group for giving us the opportunity to hire photographer Daniel Coston. His images are sharp and on target.&lt;br /&gt;10. Bill Russ from the North Carolina Office of Tourism also attended the latest cruise-in and made pictures that will be used in his office to promote Oakboro.&lt;br /&gt;11. Contact has been made with Susan Dosier, former editor at Southern Living Magazine. She is currently living in Charlotte and works for an advertising agency there. She is a lead writer for North Carolina publications.&lt;br /&gt;&lt;br /&gt;Bob Barbee reported on the Ground Breaking for the Oakboro Railroad Museum set for September 16th at 10:00AM. This facility will help attract tourist from distances to our town.&lt;br /&gt;&lt;br /&gt;The Aberdeen Carolina and Western Railroad has, in the past, run excursion trains; and they have asked us to place a concrete pad on the side next to the railroad for the possible future use of such a train. Annabelle has invitations for each of you to the event and we encourage you to come join us and we get this replica of the old depot completed. Greta will be helping us with publicity for the event as well.&lt;br /&gt;&lt;br /&gt;Joyce brought up the idea of Old Fashioned Christmas event normally planned for the Saturday after the Christmas parade. So far, no one has come forward to plan the event. A final decision must be made by next meeting.&lt;br /&gt;&lt;br /&gt;The next meeting of the association will be October 5th at night. This is one of our two night meetings held so people who cannot leave their businesses during the day can attend.&lt;br /&gt;&lt;br /&gt;Bob Barbee moved adjournment and Felix Hinson seconded. Meetings for everyone to see and sign-up to participate in the plan will be announced soon. The plan is based on volunteer efforts. It includes branding, promotion, and real estate topics.&lt;br /&gt;&lt;br /&gt;Gretta also talked about advertising in Our State Magazine as a ‘remnant’.&lt;br /&gt;&lt;br /&gt;She described a BLOG and how to use it as free promotional opportunities.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business&lt;/strong&gt;&lt;br /&gt;Tom House has started working on the second volume of the Oakboro Magazine. He has begun selling ads for about the same price but the difference is that this volume will be a 15 month magazine instead of the 12 month volume of last year. He hops to have a proof ready by October.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business&lt;br /&gt;&lt;/strong&gt;Bob Barbee suggested that we get the Old Fashioned Christmas on GOBA’s radar for September because it will take time to plan this event.&lt;br /&gt;&lt;br /&gt;Jim Cameron said the July 4th Celebration was successful to the tune of about $20,000 but exact figures are not yet available. The profits will go toward the purchase price of $350,000 of a new fire truck.&lt;br /&gt;&lt;br /&gt;Bob Harvey said the rail road museum how has stakes in the ground. Progress!&lt;br /&gt;The District Park is in the final contract phase. A workshop at Town Hall will be held for finishing those details. Please call Town Hall for time and date.&lt;br /&gt;&lt;br /&gt;On his Sidewalk Update, he said that he believes the Town and the DOT have finally gotten together on their engineer challenges. Annabelle made a poster of several recent news articles about Oakboro. She gave a summary of Greta Lint’s promotional efforts. (A copy of Greta’s email follows these minutes).&lt;br /&gt;Bob told us about the events at the I 77 and I 85S Information Center during National Tourism Week. Jerry Crayton gave a special thanks to the volunteers who brought their cars and spent untold hours working during this event. The overall consensus was that the event had been successful and several ‘good contacts’ were made.&lt;br /&gt;Annabelle updated us on the next issue of the Oakboro magazine. It will focus on our Fire Department and options are being considered on printing more magazines as well as having more pages.&lt;br /&gt;Jerry Crayton updated us on the next Cruise-In events; more than 100 cars are expected.&lt;br /&gt;Jim Cameron updated us on the Fourth of July Parade. The parade book is due June 27th. Next year’s plans on having a talent contest are under way.&lt;br /&gt;Terrell Watts reported that combined choirs of more than 30 voices will sing during a Community Service on July 2nd. He added that attracting visual artists to the talent contest are being discussed.&lt;br /&gt;Larry Branch announced that Oakboro has received a $350,000 grant for the park.&lt;br /&gt;Bob Barbee updated us on the railroad museum; a bid within budged has been received. Half of the members utilize email. The other half may or may not have a readily accessible fax. &lt;br /&gt;Would it be possible to post the releases on the town's Web site?&lt;br /&gt;Overview of Activities&lt;br /&gt;Three area newspapers attended the media preview on Monday, May 15. The Salisbury Post reporter returned on Friday, October 26 with a photographer. The piece is scheduled to run before the June Cruise-in and Burnout. One of the invitations was sent to Business North Carolina, prompting an inquiry from the travel editor there. That publication, operated by NCCBI (NC Citizens for Business and Industry) typically only writes about member organizations. &lt;br /&gt;The Stanly County Chamber of Commerce is one - and the Town of Oakboro is a member. As a result, the editor is interested in doing a story on Oakboro. &lt;br /&gt;The Charlotte Observer included the April and May Cruise-in and Burnout in its calendar of events in the paper and on-line. The Charlotte Observer published a story on Michael Lackey, the film and Oakboro just prior to the May Cruise-in and movie premiere. And, a reporter from the paper attended the Thursday night premiere and concert in hopes of writing yet another story about the movie and Oakboro.&lt;br /&gt;Greta has worked very closely with Mark Price who has hounded his editors about publishing more news about Oakboro. Greta sent information to the sports editor for material to be included in the Charlotte Observer's Race Week insert. &lt;br /&gt;Working with Michael Lackey and his mother, Angel Teer, Greta produced a media kit with stories about the film and Oakboro. The invitation was distributed via email and fax to nearly 100 media, including traditional media, NASCAR publications, network news magazine shows and wire services. Portions of the media kit were distributed to radio and TV stations, wire services, magazines and newspapers throughout the state and region. The story about Oakboro, itself, will be sent to other publications too. &lt;br /&gt;In addition to the media, the invitation was sent to the NC Film Office in Charlotte and Raleigh - and selected members of the tourism industry, including the membership of Mid-Carolina Host, a 15-county membership organization of which the Stanly CVB is a member.&lt;br /&gt;National Tourism Week was observed May 15-19. Oakboro was the hit of the party at the I-77 and I-85 South North Carolina Welcome Centers. &lt;br /&gt;Musician Mark Yow, model Lindsey Eudy, trade show expert Ted Hinson and car owners spent the day at each facility promoting Oakboro. That resulted in yet more coverage in the Charlotte Observer. Greta sent a release about Oakboro's involvement to 20 media outlets.&lt;br /&gt;So that's 3 stories, at least, in the Charlotte Observer during May.A calendar release and a full press release were distributed on May 18 for the Big Lick Bluegrass Festival. Greta is working with Jeff Branch to arrange for additional publicity through ticket giveaways on radio stations.&lt;br /&gt;Greta is playing phone tag with the news/promotions director of WKKT Radio in Charlotte (Kat Kountry) to set up an interview for the station's public affairs program.&lt;br /&gt;Switching gears, Greta has just completed a direct telemarketing program to identify nearly 300 motorocoach operators coming into North Carolina. She will be coordinating a direct mailing campaign to them that will include information about current and future Oakboro offerings, including the train, museum and depot. &lt;br /&gt;The DVD, magazine and professional motorcoach profile sheet will be included in the mailing. Once the mailing goes out, it will need to be followed up by phone calls and new mailings (via fax, email or snail mail) to the operators on a regular basis. &lt;br /&gt;She is developing a new list of qualified group leaders from North and South Carolina. Group leaders put together trips for bank clubs, senior centers, college alumni, parks and recreation, and the list goes on. On a motion by Bob Barbee and a second by Larry Branch, minutes were approved with noted corrections.&lt;br /&gt;&lt;br /&gt;Joyce introduced guests Chris Smith of Hair West and Ashley Smith of Albemarle Chamber of Commerce.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reports&lt;br /&gt;&lt;/strong&gt;Greta Lint reported that since she has seen her first Burn-Out event, she is a better position to market it.&lt;br /&gt;&lt;br /&gt;In further news, she has met with producers at UNC-TV in Research Triangle Park, with Michelle Harvey, with producers at NC Now, NC Weekend, with editors at Our State Magazine, and with Mark Price of The Charlotte Observer.&lt;br /&gt;&lt;br /&gt;She pointed out that the week of May 15 is National Tourism Week. On a motion by Bob Harvey and a second by Bob Barbee, minutes were approved as read.&lt;br /&gt;&lt;br /&gt;Reggie Hinson gave the Treasurer¹s report; GOBA has &lt;em&gt;(withheld)&lt;/em&gt; in the checking account.&lt;br /&gt;Joyce introduced guest Lindsey Dunevant of Albemarle Parks and Recreation. He gave a power point presentation on Land for Tomorrow. This effort is focused on increasing state funds for the protection of water quality, land conservation, historic preservation, and environmentally sustainable job creation. Members were urged to contact Representative Almond and Senator Purcell to voice approval for the program.&lt;br /&gt;&lt;br /&gt;After a brief question and answer period, Lindsey invited members of the group to attend the next meeting of citizens for Tomorrow at the Music Hall on Tuesday, April 18th.&lt;br /&gt;&lt;br /&gt;Dr. Watts reported on progress for the National Day of Prayer program May 4th at noon in the community park. The focus will be on prayer and there will be special music. He also announced the Easter Musical to be held on Good Friday at 7:00 p.m. at the Oakboro Baptist Church.&lt;br /&gt;&lt;br /&gt;Greta Lint reported on the efforts to promote tourism in the Oakboro area. She asked for feedback on press releases she had sent and requested fax numbers and email addresses from those who wish to be more connected to what’s going on. Some facets of Oakboro have been shown on the Billy Graham program on WSOCTV in Charlotte.&lt;br /&gt;&lt;br /&gt;Greta has been working with Michael Lackey on information on his film Burnout. She announced the schedule for the premier in Oakboro late May.&lt;br /&gt;&lt;br /&gt;Local residents will see the film on May 24 at 7:00 p.m. ($5 charge). (Deleted due to a time conflict: A special showing with live music from the band who recorded the sound track, Chatham County Line will be Thursday at 7:00 p.m. ($15 charge). On cruise-in night, shows will be at 3, 5, 7, 9, and after the burnout ($5 charge).&lt;br /&gt;&lt;br /&gt;Lint also reported that Fox Channel 18 in Charlotte would be contacting American Idol to offer footage of Kellie Pickler singing at the cruise-in. More information should be available at the end of the week.&lt;br /&gt;&lt;br /&gt;Bob Barbee reported on the insurance for the cruise-in. He has received confirmation that the application has been received and we would shortly get an invoice to cover the cruise-in and burnout from April through October.&lt;br /&gt;&lt;br /&gt;Jerry Crayton reported on the new brochure for the cruise-in and said he had applications and forms for vendors. He also requested GOBA purchase 15-20 30-gallon trash containers to make cleanup easier. After some discussion, Bob Harvey moved GOBA purchase 20 containers not to exceed $250.&lt;br /&gt;Barbara Fox seconded the motion which was approved.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business&lt;/strong&gt;&lt;br /&gt;Joyce asked that members let her know which committee they wish to serve on. We will soon need help in working on beautification.&lt;br /&gt;&lt;br /&gt;Joyce asked for recommendations for time for the next meeting. The restaurant operators preferred the 1:00 time. After discussion, the notion was brought to an approved vote to continue meeting at 12:00 noon.&lt;br /&gt;&lt;br /&gt;Annabelle Morgan raised the question of publishing a second Oakboro Magazine and asked for suggestions and assistance with the content. She also reported that the editor of Carolina Country would be making corrections to the article about Oakboro in the recent edition. A motion was made and carried to produce a second Oakboro Magazine.&lt;br /&gt;&lt;br /&gt;Larry Branch reported that the Town was in negotiations to finalize the Rail Road Museum Project. The Town is also waiting for authorization to construct the sidewalk leading to the school.&lt;br /&gt;&lt;br /&gt;Joyce reminded members to sign in.&lt;br /&gt;&lt;br /&gt;Jane Barnhardt announced a new exhibit on Music in the Oakboro region. A motion by Gerald Lee was made to accept them as read and a second was made by Betsy Heath.&lt;br /&gt;&lt;br /&gt;Treasurer’s report by Joyce Little: We have &lt;em&gt;(withheld)&lt;/em&gt; in the GOBA bank account.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Guests&lt;br /&gt;&lt;/strong&gt;Kim Turner and Barbara Fox of Triple Trade Concessions (craters and funnel cake makers)&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business&lt;br /&gt;&lt;/strong&gt;Bob Barbee reported on the following activities&lt;br /&gt;· Greta Link’s Oakboro Marketing Project: Ms. Link is progressing nicely on promoting a variety of events for Oakboro. She and a freelance magazine writer have written an article about Oakboro and submitted it to magazines throughout the nation that specialize in southern tourism events (e.g., Our State, Southern Living).&lt;br /&gt;· She will be promoting Michael Lackey’s film premier on April 27th. There will be four screenings held at 3:00 p.m. for three consecutive evenings.&lt;br /&gt;· Bob met with Heath Hahn and discussed the possibility of bringing another event to Oakboro. Mr. Hahn is an active member of a heritage automobile (cars made before 1930) organization that is looking for a location to showcase their antique automobiles. It looks like the first showing of these classics could be in the fall. These showings would be not compete with our Cruise Ins but would be an additional event.&lt;br /&gt;· Mr. Hahn son, Lionel, is an avid bicyclist who’s group is also looking for race locations. Oakboro is under consideration for their annual race. This event would bring families who would need over night accommodations and additional entertainment.&lt;br /&gt;· Bill Bartosh of the Aberdeen Carolina Western Rail Road has restored rail road cars (e.g., diners and sleepers) who is developing a train excursion trip and is considering Oakboro’s rail road museum as a possible destination.&lt;br /&gt;· Bob asked the GOBA members to consider making one phone call a week to a selected group of travel organizations to talk about Oakboro. Greta would develop the list.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business&lt;br /&gt;&lt;/strong&gt;Cruise-In Committee report by Jerry Crayton and/or Ann Hopkins&lt;br /&gt;· Michael Lackey is exciting about the premier of his film. He has invited between 200 and 300 people but we are expecting many more.&lt;br /&gt;· The Oakboro Info-mmercil by Image TV is expected to be on TV in the near future (week after next).&lt;br /&gt;· Lynn Huneycutt is working on raising funds to pay for the bands and DJ during the Cruise-Ins, approximately $500 is needed for each event between April and October (seven events)&lt;br /&gt;· A boom box was suggested to enhance the Cruise-In events.&lt;br /&gt;· Bob Barbee reported that an Estimated Cost vs. Expenses analysis is being developed and should be available soon. The Cruise-In Committee wants to assure the group that expenses will be covered by the events.&lt;br /&gt;· Bob Harvey suggested that the Committee make a presentation to the Town Board and ask for a donation out of the Recreation Budget.&lt;br /&gt;· Ann suggested that GOBA members make product donations as Door Prizes as a way of supporting the Cruise-Ins.&lt;br /&gt;· Bob Barbee reported that the premium for an insurance policy for &lt;em&gt;(withheld)&lt;/em&gt; would cost&lt;em&gt; (withheld)&lt;/em&gt; for all seven Cruise-In events. Bob made a motion that this committee agree to pay the annual premium before the first Cruise-In event; Linda Sharpe second this motion and it was carried.&lt;br /&gt;· Ann Hopkins reported that the vendor forms are still under development.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Membership Dues&lt;br /&gt;&lt;/strong&gt;· Dues are due. The Minutes were accepted as read.&lt;br /&gt;&lt;br /&gt;Treasurer Reggie Hinson reported that we have a &lt;em&gt;(withheld)&lt;/em&gt; balance.&lt;br /&gt;&lt;br /&gt;Annabelle Morgan introduced our first guest: Greta Lint, Tourism Development&lt;br /&gt;Ms. Lint said that she first heard about Oakboro was when she was working on a project with the North Carolina Arts Council. She was building a web site named HomeGrownHandMade.com. Annabelle invited her to Oakboro to make a presentation about the HomeGrownHandMade.com project.&lt;br /&gt;&lt;br /&gt;Since visiting Oakboro, Ms. Lint has dubbed it the “Can Do Town” because its citizens show an overwhelming support for its growth and development. She went on to point out our updated streets and increased retail tax base.&lt;br /&gt;&lt;br /&gt;She sees Oakboro as an attractor, which is … “something that brings people to a site on a regular basis throughout the year.” Whereas, an attraction is typically a specific event. Adding the marketing mix of Oakboro’s varied events, as a community, Oakboro is becoming more widely known. For example, SNAP online has a story about the Oakboro’s Regional Museum’s display of hats.&lt;br /&gt;&lt;br /&gt;When considering a tourism marketing mix, communities need to know (1) who the current customers are, and (2) who the new customers will be.&lt;br /&gt;&lt;br /&gt;She said that one of the best ways to get this information would be by sending out Editorial News Releases statewide first then followed by a nationwide release. She specifically mentioned AAA Offices in Florida, Ohio, Pennsylvania, and Virginia. Research indicates that people in Ohio and Pennsylvania rely on AAA for Trip Ticks. For example, Oakboro volunteers could call AAA offices (about 50 offices) in these two states and then send each office a copy of the Welcome to Oakboro North Carolina magazine.&lt;br /&gt;&lt;br /&gt;In the near future Ms. Lint will be returning to Oakboro especially to attend a Cruise In Burn Out, and she will be bring travel writers and photojournalists with her.&lt;br /&gt;&lt;br /&gt;Bob Barbee said that Ms. Lint’s website has a comment, “Build it and they will come … but only if you tell them about it.” He believes in this concept so much that he has personally retained Ms. Lint for the next six months. She will be working with the Business Association and community leaders in developing a Marketing Strategy and Plan for the Town of Oakboro. His belief is that we will be so pleased with her work that we will want to continue her services for another six months.&lt;br /&gt;&lt;br /&gt;Tom House of Cole House Publishing told of about the extraordinary results that he is witnessing as a result of the Welcome to Oakboro North Carolina magazine. He had previously worked with folks in Kannapolis for their Cruise-In.&lt;br /&gt;&lt;br /&gt;Ann Hopkins reported on the Cruise-In Committee updates: Their committee structure has been settled, chairs have been appointed, and progress in being made on this year’s activities. This year the vendors will need to complete an application, and sign a statement agreeing to specific rules and regulations. These documents will be ready for review by the March GOBA meeting.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Old Business&lt;br /&gt;&lt;/strong&gt;The Gospel Singing suggestion is still under development. Joyce had called Todd Harris who said that he would be happy to help when ever requested.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Business&lt;/strong&gt;&lt;br /&gt;Linda Sharp agrees that Spot Lighting Business would be a good idea.&lt;br /&gt;Larry Branch reported on the following:&lt;br /&gt;&amp;gt;The Railroad Museum is in process and hopefully the final bids for a general contractor will be finished by March.&lt;br /&gt;&amp;gt;The Sidewalks are in process.&lt;br /&gt;&amp;gt;The RPT grant is underway and the Part F was submitted on time. Motion: Jim Cameron; Second: Terrell Watts&lt;br /&gt;&lt;br /&gt;Bob Harvey gave an update on the Town of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_14" onclick="BLOG_clickHandler(this)"&gt;Oakboro&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;Bob Barbee gave an update on the Railroad Museum and stated that they are in the process of selecting a General Contractor.&lt;br /&gt;&lt;br /&gt;Jerry &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15" onclick="BLOG_clickHandler(this)"&gt;Crayton&lt;/span&gt; suggested a gospel singing in town sometime in the spring and asked for support from &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_16" onclick="BLOG_clickHandler(this)"&gt;GOBA&lt;/span&gt;. This will be discussed in February.&lt;br /&gt;&lt;br /&gt;Joyce Little reported that a plant has been sent to Norm Thomas at &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_17" onclick="BLOG_clickHandler(this)"&gt;Oakboro&lt;/span&gt; Tractor. Her father has passed away.&lt;br /&gt;&lt;br /&gt;It was announced that 2006 membership dues are due in the amount of $5.00.&lt;br /&gt;&lt;br /&gt;Annabelle Morgan asked that businesses please send her correct address information so they can receive correspondence from &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_18" onclick="BLOG_clickHandler(this)"&gt;GOBA&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;Bob Harvey gave a brief update on the Post Office construction.
